I get whitespace between the content of the buffer and “-en”
What is the proper LMTX way to do this?
You need the \inlinebuffer

"characters.tex.toutf" only works if there is a backslash somewhere in
its input string. This leads to some really surprising behaviour in the
following example:

commands, and not that of \footnotetext? Maybe something with \startbuffer
combined with a counter?

In the end, one needs to tweak a document in final form especially if
it contains many figures, unfortunately. This is done by moving the
\startfigure...\stopfigure. Here, the use of buffers:
Paragraph text ...
(see \in{figure}[myfigure]).
